Under the SAH program, Services Australia pays your quarterly budget allocation directly to Circle Home Care to administer on your behalf. From this budget, we apply the required program charges and then deploy the remaining funds to cover your approved services.
You may also be required to contribute to the cost of your care. These consumer contributions are determined by Services Australia and are payable directly by you. Your contribution forms part of the total funds available for your support plan and must be paid to keep your services active.
Your SAH budget is then used to pay for the care and supports outlined in your plan, including any private top-ups you choose to add above your government-funded allocation. Outside of your assessed contributions and any optional private purchases, there is no requirement for you to make direct payments to Circle Home Care.
In some cases, you may be required to contribute to the cost of your care. This may include:
A basic daily fee (which Circle Home Care currently does not charge)
An Income Tested Care Fee (ITF), which is determined by Services Australia based on your income
If you are assessed as needing to pay an ITF, you will be billed directly for this portion. All other service costs are drawn from your government subsidy. There is no need for you to pay Circle Home Care directly unless you are topping up your services privately or are self-funding beyond the subsidy.

Care Management is the oversight function that ensures your services remain aligned with your goals, risks, and assessed needs. Under the Support at Home program, this role is delivered by your Care Partner, who is responsible for maintaining the integrity, safety and compliance of your support plan.
Care Management includes:
Conducting assessments and reviewing your needs over time
Developing and updating your care plan
Monitoring changes to your health, circumstances and risks
Coordinating with third-party workers and service providers involved in your care
Ensuring your budget is managed appropriately and aligns with the services in your plan
Supporting you to understand your options, rights and responsibilities
Care Management is funded through your Support at Home budget, with a portion allocated specifically for this purpose each quarter. Your Care Partner maintains regular contact, completes required reviews, and ensures all services delivered—whether by us or by third-party workers - meet program rules and quality standards.
Private clients are also required to contribute to the cost of their care management, scaled to the volume of weekly services needed to ensure their care is delivered safely and effectively at home.
-
Yes. We support clients who choose to self-manage under the Support at Home program. Our operating model provides the governance, quality oversight and financial stewardship required by the program, while giving you the autonomy to select your preferred service providers.
You handle day-to-day coordination and scheduling and we manage the statutory compliance, risk controls, invoices and reporting to Services Australia. This ensures your arrangement remains fully compliant while preserving flexibility and cost efficiency.
If you’re unsure whether self-management is the right fit; we can walk you through the operational implications, your responsibilities and how our team maintains oversight to keep your plan on track.
